Hello Team JBLM CYS!
I wanted to take this opportunity to share some information on changes to the rates of pay for our CYPA staff. Due to the change in the federal minimum pay laws, the starting rate for Entry Level CYPAs has changed. That rate is currently set at $16.70. I know that some of you in the Entry Level position have seen this change already in your Leave and Earnings Statement (LES), but some of you may not have yet. These pay changes are initiated and processed by the Defense Finance and Accounting Service (DFAS) and are not driven locally by anyone here at JBLM. All of the raises will be back-dated to the same date of 03 Feb 22, so if you have not seen that change on your LES yet, please be patient and it should process. If you have not yet seen that increase in two more pay periods, please let Shaun and Cori know.
For those of you at the Skill, Target, and Lead levels, we are not yet sure what changes, if any, will occur with your rates of pay. Again, these changes are being instituted at the federal level and are not determined locally. I do know that there will be some discrepancies in the Skill Level pay where some Skill Level may make a different amount than other Skill Level staff, but we have been directed to wait for further IMCOM guidance before taking any action to address those discrepancies. If you are at the Target or Lead level, there may be no change to your rates, but again we do not know that for certain at this time.
The NA Wage Grade pay scales have also changed recently. Those of you in NA positions (Cooks, Maintenance Workers, MVOs) may have also noticed changes to your hourly rates. These are determined by local wage grade surveys and are also processed by DFAS and not locally.
I know that pay is a topic many of us are passionate about, so we wanted to be transparent with you regarding the changes that are occurring. Again, none of these are being driven by CYS or NAF HR at JBLM, but they are occurring across all garrisons. We can try to answer any questions you do have though, so please feel free to reach out to Cori or Shaun if you have specific questions.
If you would like to discuss any other ideas you have to improve our programs – be it within the classrooms or regarding staffing and morale, please know that you can always come see me! You can call Nicole at 253-967-3830 to schedule an appointment with me at my office or you can schedule an appointment for me to come to you at your Center if that is more convenient for you. Good afternoon, Team!
For any member of Team MWR NOT fully vaccinated against COVID, there is a DoD requirement of weekly testing beginning tomorrow/Tuesday, Nov. 23.
You’re required to be tested weekly if you fall into one of these categories:
·  You’ve started the vaccination process but are not two weeks post your final shot.
·  You’re awaiting a waiver.
·  You’re unvaccinated.
·  You didn’t complete a DD Form 3175 attesting to your status.
If you fall into the unvaccinated category, you must go to Parent Central at Lewis Main for testing tomorrow/Tuesday between 6 a.m. and noon. Parent Central is located at 2295 S. 12 St. (at Bitar Avenue), near the MWR Fest Tent and Cowan Stadium. There will be signs in the lot directing you to the gymnasium entrance at the back-left corner of the building.
Here’s what you can expect tomorrow:
Upon arriving at Parent Central, you’ll sign in and report to a testing table. The tests are self-administered with a supervisor present. After completing the test (roughly 10-15 minutes), you’ll receive a card verifying you completed the test. Those with negative results must show the card to their supervisor upon returning to work. If your result is inconclusive or positive, you’ll be given instructions to report to Madigan’s testing tent for further testing.
Tomorrow’s results will allow those who are not vaccinated to report to work through Sunday. Testing for the following week will occur Monday, Nov. 29 at the location and times above.
For the week of Dec. 6-10, testing will take place on Friday, Dec. 3 (employees will take a test twice during this week, one on Monday for that week, and one on Friday for the following week).

As you may have seen or heard, the DoD published guidance mandating a requirement that all DoD civilian employees must be fully vaccinated by November 22 or by their entry on duty date, whichever is later.

How does this affect you?  If you have not been fully vaccinated, the DoD guidance states that employees will be required to be fully vaccinated by 22 Nov 2021. This is a requirement to ensure the health and safety of federal workforce and members of the public under Executive Order 14043.   

What are the deadlines?  For the Moderna vaccine, the first dose is required by 11 Oct; Pfizer by 18 Oct;   2nd dose deadline for Moderna and Pfizer would be 08 November.

Why haven’t I received the guidance/directive?  We are all waiting on guidance from DA/AMC/IMCOM/IDR before anything is put out and to ensure that proper notification are made.  In addition to pending information for procedures for processing vaccination exemption requests.

As soon as we receive proper guidance, we will let everyone know.

Andre Williams will be the POC for this moving forward as we are anticipating being required to collect this information.

For today, Friday 2/12: 
-Close all MWR programs at 6pm (impacts Bowling, Warrior Zone, SFH Gym, and McChord gym). All other programs are scheduled to close before or at 6pm.

For tomorrow, Saturday 2/13: 
-Close all MWR programs except McVeigh, Wilson, and McChord gyms. They will operate as scheduled for weekend hours. 
No decisions have been made for Sunday, 2/14. At this time, we do not anticipate any impacts. If that changes, we will provide an update.

We just completed the weather call and there are still some decisions pending. 
Plan for tonight for the 1630 release: 
-All MWR programs will close by 1630, with exception of CYS and gyms which will close at 1800. 
Plan for tomorrow is that there will be 2hr delayed reporting. What this means for us: 
-CYS programs will open as scheduled at 6am 
-Fitness centers will operate on published DONSA Hours. 
-All other programs that regularly open after 9am will open as scheduled

Team MWR: The amount of Social Security taxes deferred in 2020 will be collected in 22 installments between pay periods ending Jan. 20 and Nov. 17 (instead of Jan.-Apr. as previously stated). Normal 6.2% Social Security tax withholdings will also be deducted from your pay, beginning in Jan.  https://go.usa.gov/xGKZ5.

The Consolidated Appropriations Act, 2021 was passed and extended the period for collecting deferred 2020 Social Security taxes.  The period for collection is now January 1 through December 31, 2021 (instead of January 1, 2021 to April 30, 2021).

Key Points:
- The amount of Social Security taxes deferred in 2020 will be collected in 22 installments between pay periods ending January 20, 2021 and November 17, 2021.

- Normal 6.2% Social Security tax withholdings will also be deducted from your pay, beginning January 2021.

- If you separate or retire before November 17, 2021, and prior to the deferred Social Security tax being collected in full, you are still responsible for the remainder of your Social Security tax repayment.  The unpaid balance will be collected from your final pay.  If there are insufficient funds to collect the full amount, you may receive a debt letter with instructions for repayment.

Background:
Pursuant to IRS Notice 2020-65 and at the direction of the Office of Management and Budget and Office of Personnel Management, Social Security (Old Age, Survivors, and Disability Insurance) or "OASDI" tax withholdings were temporarily deferred from September through December 2020 and will be collected from wages paid between January 1, 2021 and December 30, 2021, for employees who had wages subject to OASDI of less than $4,000 in any given pay period.  These actions were in response to the Presidential Memorandum issued on August 8, 2020.

The retirement calculator of the Nonappropriated Fund Integrated Financial & Management System is currently down. They’re working to correct the issue. HR is unable to provide retirement annuity estimates/calculations or process retirement packages until further notice. The retirement calculator feature of the Nonappropriated Fund Integrated Financial and Management System (NIFMS) is currently not functional.  This NIFMS feature allows for the production of retirement annuity estimates and calculations.  The NIFMS Administrator is working to correct the system issue ASAP. 

Temporary Impacts to JBLM NAF Employees:

1.  HR Office is unable to provide retirement annuity estimates/calculations or process retirement packages for Employees enrolled in NAF Retirement until further notice.

2.  Annuity payments will not be received until the NIFMS issue has been resolved. 

3.  Employee may elect a retirement date during the period in which NIFMS is unavailable. Once the NIFMS issue is resolved, the initial annuity payment will include the retroactive payment beginning from the elected retirement date. 

4.  If your retirement decision is based on being able to receive annuity payments immediately upon retirement, you may consider delaying your actual retirement date until after the NIFMS retirement calculator has been restored.

The CG recognizes we all have lives outside the IMCOM campus. In keeping with the SECARMY guidance and recommendations, the Command will be hosting a number of listening sessions. These provide opportunities for you to share with a member or members of the Command Senior Leadership your thoughts and feelings related to the global civil unrest surrounding incidents of racism, discrimination and loss of life and how these events have impacted you and your families, both personally and professionally.

At MWR, we believe employees should be afforded a work environment where they are treated with respect, and we want to ensure employees understand resources that are available to them.

* There is no opt-out option for any civilian employees. This is affecting all federal civilian employees and service members.
* If your wages, subject to OASDI tax, are less than $4,000 in any given pay period, DFAS will automatically defer 6.2% Social Security tax withholding.
* The extra money we receive through the 2020 will be paid back next year. Per IRS guidance, collection of the deferred taxes will be taken from your wages January-April 2021. * In order to avoid financial hardships in 2021, we recommend you place the "extra" money in your paycheck in a savings account (or keep it in your checking account). We're grateful for your continued work and dedication during this pandemic. As an organization, we're doing everything we can to ensure the health and safety of our teams and customers, while continuing to serve the JBLM community. As such, masks are now required for both customers and employees inside MWR facilities. At our eating establishments, customers may remove their mask once they've sat at their table with their food. At our gyms, masks will not be required during moderate or intense exercise -- and treadmills are currently not available for use. At outdoor MWR locations, masks continue to be required when safe physical distancing standards cannot be met. Signage reflecting the different scenarios above is being provided for each facility. If a patron in your facility refuses to follow this guidance, we ask that you politely remind them of the requirement. If he or she refuses to wear a mask or becomes argumentative, do not force the issue. Instead, notify the MP dispatch desk at 253-967-3107.  

Additionally, here are a few personnel updates:

*If you or someone on your team is showing signs of COVID or tests positive, the Family First Coronavirus Response Act provides for options for paid and unpaid leave. Extended Paid Sick Leave is authorized for all employees with a COVID-related absence, for up to two weeks. EFMLA (required for the use of Extended Family Medical Leave) is only authorized for flex employees with zero guaranteed hours; up to 10 additional weeks for childcare due to COVID related need. Please contact your supervisor for additional guidance.

*If JBLM were to return to HPCON C status and/or MWR is ordered closed, as of today we don’t anticipate WSLV pay will be authorized. This means flex guaranteed zero hours would not be paid a 90-day average. Those employees not telework-eligible would be required to expend leave.  The situation is changing consistently, so please stay in touch with your supervisor for the most up to date information. 

*Finally, some great news.  As part of the National Defense Authorization Act, federal civilian employees can expect an update to the benefits package for FY20. NDAA provides for up to 12 weeks of paid parental leave in connection with the birth, adoption or foster care placement of a child for employees covered by Family and Medical Leave Act. The new law applies to leave taken in connection with a birth or placement occurring on or after Oct. 1, 2020. The U.S. Office of Personnel Management will issue necessary regulations and guidance to implement this legislation. Guidance will follow as it becomes available.

The Family First Coronavirus Relief Act allows for extended FMLA for flex employees not guaranteed hours and up to two weeks of emergency Paid Sick Leave for ALL federal employees. There are limitations and requirements before employees may qualify. More info and FFCRA details below:

The Family First Coronavirus Relief Act allows for extended FMLA for flex employees who are not guaranteed hours facing childcare issues (with documentation) to be paid for 10 weeks at 2/3 pay. It also provides to ALL federal employees  up to two weeks of emergency Paid Sick Leave at full pay or 2/3 pay depending on why it is being invoked. The FFCRA NAF Workforce Chart and COVID-19 FFCRA HQDA Fact Sheet provide more detailed information. Please note that the HQDA Fact Sheet does not provide accurate information about coding pay and supervisors should follow the guidance for ePay that has been previously put out.
The FFCRA entitlements must be requested by the employee, but supervisors need to understand the provisions.
We appreciate how flexible you all have been throughout this process. The slow reopening of programs has been deliberate and done in coordination with Preventative Med to help us ensure we are taking all safety precautions possible.

Recommendations include:

  • Wear masks/face coverings when you cannot socially distance. (Regularly wash your face coverings.)
  • Limit close contact with each other. Stay at least 6 feet (about 2 arms’ length) from other people - (even with masks on).
  • Do not gather in groups. Limit the number of people in offices to a minimum. If there's not at minimum six feet of space in all directions between people, there are too many are in there.
  • Sanitize common use surfaces and wash your hands regularly throughout the day.

As our offices are reopening, people are excited to see each other. Despite this, please remember, many people have health issues or have someone in their homes who is vulnerable to this sickness. Ensuring that you and your employees are keeping space between each other is one of the best tools we have to avoid being exposed to and helping to slow the spread of COVID.
